Payne was the United States Assistant Secretary of War from 1930-1933 under President Herbert Hoover. Letters represent an array of individuals pertaining to politics, business and military. Secretary of the Navy), Charles Hodges (President American Mutual Liability Insurance Company), Charles. Douglas Jackson (Sr Executive TIME, Inc. and psychological warfare expert), Charles Adams Jr. (President of Raytheon Manufacturing), Stanley Hope (President Esso Standard Oil Company, Signed “Stan”), and Major General W.K.
